U-PLAN is a community planning studio located in a storefront at 712 University Avenue, Suite 105 in Saint Paul.

District Councils and a number of community organizations recognized the need for high quality technical services to support the grassroots planning efforts that were occurring along University Avenue in anticipation of a new light rail line and related development. Over one billion dollars will be invested in this new transportation infrastructure, sparking significant redevelopment activity along the corridor. U-PLAN evolved from those discussions as a much-needed resource that could provide free, independent support “for the little guy,” small business owners, and community organizations. U-PLAN helps create places for people and will help ensure that this extraordinary transformation of the corridor will benefit the larger community.
